It's an expression that people use when they have made a little mistake.
"Oh! I forgot my debit card, silly me!"
"I can't believe I forgot how to spell that word, silly me!"
Another example:
Person 1: I can't find my phone...
Person 2: It's in your hand!
Person 1: Oh silly me!

It's also an expression people use when someone says something considered stupid or incredibly false. Or when someone claims to be superior in something, but is not.
Person 1: "I am way better than you at driving."
Person 2: "Bitch, please"
"Bitch, please," is a meme and people do not use this expression unless they are with a close friend who understands that kind of humor. Saying this in front of strangers or not close friends could take this expression in a hostile way.
